For some reason, once he had the gun, he started just walking off with it. The first shot didn't come until after he was disarmed, and the guy who fired was right next to the disarming officer, watching him disarm the perp. From the start of the video it looks like all 3 individuals tried to force an ICE vehicle to stop blocking the road with their bodies. That's probably why they were all targeted for restraint and/or arrest. Not because they argued with the agents on the side of the road.
And I think the shot pattern of one shot, a moderate pause, then multiple rapid shots, to me sounds like the guy's firearm discharged, whether deliberately or accidentally, whilst they tried to disarm him and someone who didn't have a good angle on his hands or where the gun was returned fire shortly after.
If I had to guess, it probably was green shirt+blue jeans, who starts on the left, sees something in the scuffle (presumably the gun and grabbing match) that makes him draw and walk behind the guy getting arrested to presumably be out of the line of fire, which also blocks his line of sight on his hands. He's probably the guy who starts unloading with the second volley after only hearing the first shot and knowing the suspect had hands on a gun seconds ago.

If the police don't know that the gun is out of play, then it's ongoing imminent attack with lethal force.
