If you reoffended enough, they'd give you a real suspension. At this point the parent has to find childcare, if the kid is young enough, so that can pique some action. For older kids, they probably just enjoy it. However, after suspension is over you have to show up again or your parents get charged in court. Finally, if you fucked up enough they'd expel you which really meant sending you to alternative school. Then I think at 18 you were done regardless. I mean they might let you finish your year, but they weren't keeping adult degenerates on for years and years.
This was all with zero tolerance, but you could still punish the children. And not by hitting them either.
We didn't have phones until the very end though, and even when we did the wireless internet was in its infancy.
