Hanging is cheaper. Unlike bullets, rope can be recycled. Also, you can leave them there for a while for others to see so that no other kids pull this shit.

How about using a woodchipper?
They clog too easily. You need one of those industrial grinders that'll turn a cow carcass into chum without a second thought.
As long as the woodchipping begins at the feet and gets to about pelvis level before clogging, mission accomplished.
