It was always technically illegal in Israel for a jew to marry a Palestinian. The marriage laws of Israel are based on religious laws, so no interfaith marriages are allowed.
The work around was that anyone that wanted to do an interfaith marriage would get married outside of Israel and then Israel would honor it as a foreign marriage.
