If you are a rabid Marxian Racialist, capital B "Black" refers to the proletariat race and lower case w "white" refers to the bourgeoise race. This is how you get crazy shit like people claiming Italians are "Politically Black". The proletariat race can also be referred to as "BAME", "Diverse", "Global Majority", "People Of Color", and "Non-white".
Additionally a Marxian Racialist will also operate from a deontological historical metanarrative, so all things that the bourgeoise race does is evil, and all things that the proletariat race does are good. This ends up making each racialist think, "If I like it, it is good. If it is good, then it is capital B Black. Therefore, by the transitive property: if it is good, then it is Black"

If the aesthetic is similar, it's because anime is generally stylized for younger audiences and "black art" never matures past the street graffiti they do as kids.
