Eh, they're black because their ancestors were from sub-Saharan Africa in the relatively recent (in evolutionary terms) past. Even people with equally dark skin aren't colloquially considered black if they don't have African ancestry
But you're right that American blacks were both a specific subset of Africans, and have been separated just about long enough to have developed a slightly distinct distribution of hereditary traits, albeit still closer to modern day Africans than anyone else. So could be considered separately if you're getting into the fine technical details.

Some of my best friends are normies (lol) and I can tell you they don’t even know this happened. It just hasn’t really gone viral on mainstream news. There’s reports, sure, but not wall to wall coverage insisting this is the most important story of the hour.
For comparison, the rash of legally unjustified (probably) shootings from a few weeks back got more coverage and they knew about those, but they focused on all three equally or focused most on the girl who was actually killed (the one who went down the wrong driveway) as opposed to the girls who went to the wrong car or the boy who went to the wrong house, who were only injured. Wokesters wanted that last one to be the only one anyone talks about because black victim/white shooter, but normies I think saw those incidents as a weird week where some similar shootings happened, rather than ignoring two and focusing on one because muh narrative.
I didn't hear about it until this morning so I'm guessing normies will all be aware by this evening.

I think what happened here is similar to what happened to George Floyd. He was subjected to reasonable restraint but that, combined with the drugs in his system, led to heart failure.
