If it sounds impossible, consider that this is how people who were born deaf operate. They've never heard speech, so they have no internal monologue. They have to think in abstract concepts and feelings, perhaps in visualized words at best. It's impossible for them to "think things through" without first simplifying them to the point where they can be understood without the use of complex language.
This, I believe, is why so many born deafs are completely insane. It must be maddening to be unable to think on the level that others are, and not only that, but to be painfully aware of this deficit. I can't even imagine.

A proper education is like an RPG buff that can add +X% "effective intelligence" to students in all groups. What you're trying to avoid in any society is the really really low IQs tearing shit down and taking others with them.
