Why have standards? It's just frustrating everyone. Progressives: our reading scores are low because systemic racism. Conservatives: our reading scores are low because some parents don't read to their kids. Actual Truth: you can accurately estimate what reading score your school district will have based solely on demographics and completely independent of funding or teaching method, so stop hitting your head against a fucking wall.
Parental involvement does make some difference I would think. I get the demographic thing but I’m not going to look at an Asian student and assume they are smart without seeing their work or look at a black student and assume they can’t do the work. Granted more often then not the Asian students will perform better academically than black students according to the data but I still say excusing poor performance is a bad thing. Difference between that and someone who does honestly try but can’t do the work.
It's a good idea to push the lowest intelligence people as much as possible if you have to live in a mixed race society. As you know from The Bell Curve, there are low and high scores among all groups, while the median differs. A proper education is like an RPG buff that can add +X% "effective intelligence" to students in all groups. There are diminishing returns for lower IQs, but still some effect in aggregate - even among the stupids. What you're trying to avoid in any society is the really really low IQs tearing shit down and taking others with them. At least trying to teach comprehension, skills, and correct behavior reduces the likelihood of that.
I would prefer more individualized learning. There's no more point in measuring reading score across different demographics groups than there is measuring IQ across the whole nation.

Obviously individual students will differ from the norm, but when you look at an entire school district the law of large numbers dominates.
