You don't need to cap franchise length, but reforming copyright law to only be like ~15 years would decimate big corps that rely on exclusive ownership of IP to be able to turn a profit.
15 is still too long for many franchises that never bothered to release a proper sequel its fans wanted, like with Half Life and X-COM. Instead of either franchise getting its third game we got Half Life 2 Part 2 onwards and Chimera Squad.

Return copyright to 7+7 years, and require all of a game's source code and assets to be made public as a condition for it receiving any copyright protection. This should resolve most of the problems people have with the industry, and it would be easy to enforce without needing direct intervention into the industry.
Red Dead Redemption for example would be in public domain already, and there'd probably be a no-woke remake version ready the day the copyright protection dropped.

If we assume that the dictator controls production then you need to centralize game development using allies of the state that would review and finally allow a game to be publish. Meaning you enforce what not to make rather then what to make.
