However, with that said: good intention and even legitimate repentance doesn't mean a person shouldn't be punished. There's always the debate of punitive vs reformative when it comes to the idea of justice, and while I certainly see the importance of reformation, punishment must still be a part of that process. And this is no exception. She wilfully harmed those children, and for that she must face some form of punishment. Excusing the complicity and facilitation of such abuses can never be on the table.

Yup, I was a bit shocked to find this -- I came off a YouTube video talking about the pathology of how people view their insides coming out, and the distinction of understanding the importance of why body horror is horrific to people when organs are no longer kept inside.

It was exactly as you mention in your comment, thousands of girls talking about how much they feel or felt or will feel uncomfortable during puberty. Even with as many issues with birth control hormones as there are, it still seems like Monotonic birth control pills would be a much better solution than transitioning.
If you tell boys that being male is inherently evil (because all men are misogynistic, patriarchal and treat women poorly) while being female is inherently good (because all women are actually angels, and it's only because of men that women do wrong or fail to achieve as highly as men), plus actively discriminate in favor of girls and women, then don't be surprised if boys decide to "transition".
