The only real change to balteus is that the missiles aren't so fast as to be nearly guaranteed to do chip damage. So it's not a dps race anymore if you can actually dodge. On the flipside, the changes to stagger and later weapon buffs made EVERY enemy AC boss harder. The balteus nerf was highly overrated by soulsfags.

I don't know how much the Iron Dome rockets cost, but Hamas seems to have figured out about "war of attrition".
