The only real change to balteus is that the missiles aren't so fast as to be nearly guaranteed to do chip damage. So it's not a dps race anymore if you can actually dodge. On the flipside, the changes to stagger and later weapon buffs made EVERY enemy AC boss harder. The balteus nerf was highly overrated by soulsfags.
My biggest regret is that I'll probably never be able to fight pre-nerf Balteus in Armored Core 6, since I still haven't gotten it.
Pretty sure fresh download has 1.0 version of the game so if you re-download the game, disconnect the internet and launch the game you can do it.

Honestly, it didn't seem that bad to me. Lots of missile spam and was pretty cool though
