But that's actually not surprising. The criminal class in almost every country is very small. It is universally true that criminals commit many crimes in their careers, and this factor is why mass incarceration and mass distribution of firearms has an effect on crime. If it's too risky to commit many crimes, even if not many in the criminal class get shot, then crime goes down. If you mass arrest most of the criminals, then the crime also collapses (and it normally doesn't take that many arrests), and if some of the criminals get shot by their victims: those victims didn't prevent one crime, they prevented hundreds.
I wouldn't be surprised if 95% of all violent crime in most countries were committed by no more than 3% of the entire population in final tally.

Blame it on testosterone vs estrogen, blame it on men having the physical strength to be capable of real violence in the first place, whatever. Women don't commit murder very frequently.
