If you are serious, then it is to ensure that the convicted can not benefit from sentence discounting.

For example, if you have two convictions which hold a possible sentence of two years each that is four years.

If you serve both sentences concurrently, that is two years.

If you get time off for good behaviour and reform (you learn to be a cook and run a kitchen) then you could be out in one year on parole to serve your last year through the parole program.

The issue with safes and locks in general is the failure state.

Electronic locks can fail open or fail closed. Mechanical locks can only fail closed.

Double the locks on your safe is double the vulnerabilities to attack.

Master key systems are expensive to implement and add a huge vulnerability to locks. Lose a master key and a whole product line is potentially compromised.

If I am going to buy a safe, I want it to come with the promise that I am the only one who can open it. If I lose my key, it is going to require a specialist or a grinder.

Imagine you didn't like a fag moderator of a subreddit because they held a vote and then pissed all over it.

You send an email from an anonymous, one use account in Finland. The body of the email reads something like: "As per your request, these photographs are even more explicit than before. Honestly, how much pineapple can you demand on your pizza? Passphrase is the same as last time."

As an attachment you include a large file of random data.

This file can not be decrypted, but it is indistinguishable from a high security encryption method.

One anonymous tip later, the file will be seized and the faggot mod will be asked for the passphrase. Either they deliver it or they go to prison.

This tactic works on anyone you don't like.

In the case of a monarchy, the rule of the king is balanced by the barons.

As long as everyone is doing very well under the king, the barons are very happy. If things go to shit because there is a bad king, then the barons raise armies and take the capital and install a new king.

It is a Mexican standoff. The barons have real power and means, but they are regional. A few times a year the king summons the barons to the capital, where they may only have a small bodyguard. If the king wants to have them killed, he has an army to do it.

The whole knighthood ceremony has a newly minted noble helpless, literally on their knees while their monarch has a literal sword at their neck. Both parties are vividly aware that events could take a turn. "Knighthood? lol, no. Execution!"

Monarchy absolutely isn't perfect, but real steps have been made away from the absolute rule of a tyrant.

Historical Siam had a great method.

There was a royal family, the eldest son was to be king and other sons were sent to a Buddhist monastery to train as a monk.

When things got tense, someone assassinated the crown prince, and the people got a philosopher monk instead.
