Plebbitors tried to force PatP as the sharkjump point for about 20 years (since that was the year most of them hit puberty) but in reality, it was a slow downward spiral beginning from as far back as S7 that really became noticeable when they switched from cel animation to digital and the characters became even more rigid in design.
I'd argue the hard cap for the end was season 9 episode 2, The Principal and the pauper. Where they just out of nowhere re-wrote a long time recurring character into someone else entirely, and even his own mother didn't care.
The start of that feeling can be traced back to Season 8 episode 23, Homer's Enemy. Frank Grimes was homer until about season 3 if you add in buffoonery. He used to work hard, he used to love his family, and he used to care about things. But they pushed too far beyond that.

Not sure where Tsongas would have stood on the GATT/Uruguay Round/WTO that established the modern low-to-no tariff era of 1994 to 2017, but probably not any different than Clinton/Bush Sr. He might not have radicalized the Department of Justice like Clinton did though.
