Here is how it works: you have an article or meme or image of something that is true, you have fact checkers who say it is partially false because xyz, they write an article about why it is false. In the article they roll it back and just state due to a technicality it is false. No one will read the article and the headline of it being "misleading" will be the only thing the normie actually reads. That's how it works with fact checkers in my country at least, there's tons of examples.
