You're misinterpreting the statistic. It says that of the elections where they backed a candidate, 19 out of 20 won. It doesn't say how many elections there were where AIPAC backed neither candidate.

I'd also assume that they are fudging this statistic by only donating to pro-Israel candidates who were already winning - if they were donating to people challenging incumbents then they wouldn't have that nice 95% number.
