I would consider the AOL era ended when they stopped having "AOL keywords" instead of web addresses and trying to have websites only accessible through AOL. The last time I remember seeing any of that nonsense was maybe 2000 or so.

I'd say it's more like pre-WWW, dialup era, cable era, smartphone era, and postmodern dystopia era. Even after the iPhone came out the internet was still largely usable until it all got corporatized and sanitized so third world retards could understand it.

I think there is a more prosaic reason why companies want to hire more Indians. They're cheap and available, and speak Engrish.
I don't see Russia or China importing massive numbers of high-tech Indians. Not being Anglophone is a certain amount of protection against invasive culture from America, as well as from unwanted immigration.
I confess on that. I've worked to much with them and I can't stand them anymore. They're insanely tribal, they lie, they backstab, they cheat on their metrics, they protect each other and what I hate most about them is that they pretend to be constantly friendly while they do all of that. They smile, backstab you and then smile again and pretend to not understand why you got upset.
It seems that it is a cultural trait for them to appear friendly as a means to protect themselves and/or put you off guard.
I hate their culture with a passion. I may not like muslims but I respect them and I can even be friends with some of them. Indians I don't respect.
Indians basically lie about anything to do with status or money. My wife used to be close to this Indian neighbour who behaved like they were rich. It was only after they suddenly moved away that she found out stuff.
