If you make the mistake of importing them as workers—and India often attempts to put riders encouraging this in their trade deals—they will form ethnic preference networks that will then work to consistently bring in more Indians.
I think there is a more prosaic reason why companies want to hire more Indians. They're cheap and available, and speak Engrish.
