I think there is a more prosaic reason why companies want to hire more Indians. They're cheap and available, and speak Engrish.

I don't see Russia or China importing massive numbers of high-tech Indians. Not being Anglophone is a certain amount of protection against invasive culture from America, as well as from unwanted immigration.
I absolutely think anything anti-India is fine. Indians are secretly the greatest existential threat to America and the West.
