Like I've walked 2 miles by myself as a kid, lived rural so would walk to the shops by myself with pocket money for a treat. I've been home alone when I was 7 because I was at that age responsible to know where everything was and what not to touch until parents got home.
This seems targeted at these parents so they can't execute this level if trust so they are forced to babysit what should be highly independent kids in the hopes they become resentful of their parents. Might be over thinking it but then we look at all the other examples of the authorities seeking to undermine the parent/child relationship.
They get off on this kind of petty authority flexing and bullying their way around. Especially during the probably 2-3 times a year they get to act like "real cops" instead of town nannies and paperwork bitches.
It doesn't need to be that deep when this problem is older than any ideology.
I've heard conflicting information about all this - not sure if it was local police or the Sheriff's office, for one, and hoo BOY does it make a difference sometimes - but the one piece of information that's being left out sheds light on everything - the police/sheriff that picked the kid up?

I Literally used to walk to school every day since I was in elementary school, it was a 1 1/2 miles away. My single mother didn't have time to drive me to school or pick me up. She was suffering the consequences of bad life decisions of marrying a bastard who beat her and now was alone and fixing her life after getting away. She was working her first real job at American Airlines and they made her work 10s or 12s. She just couldn't take me or pick me up from school with those hours.
I can't imagine if some busybody shitbag cops snatched me up and then tried this on my mom. She was doing her damn best to fix her life and this would have fully ruined it.

They didn't even leave me home alone overnight until I was an adult (instead, if they had to go somewhere, I was forced to go stay with extended family. Never friends. Only "family"). They also dictated who I could be friends with (as much as they could, such as by losing people's phone numbers when I was younger) and only allowed friends they chose to visit my house.
These things really, really mess you up. Especially when you live in a rural area, and can't even just... Walk to the shops very easily, let alone go see your friends.
Consequently, I'm a terribly messed up adult, but if I ever do get to have children, I would never, ever put them though what I had to deal with.

And finally, they would, not infrequently, turn up to places I was staying (uni accommodation, housing, whatever) unannounced, if they hadn't heard from me in say, five days, and demand that I accommodate them. In my dorm room. Interstate...
When I came back at age 23 for my five-year school reunion, we decided, as a group, to go to a bar after the official "event" was over. I had been living out of home for years at this point. But I "hadn't told [my parents] about the change of plans". So my mother drove around and around the relevant city blocks, following my group of friends as we walked down the street, to see what we were doing and where we were going.
I've never forgiven them for that. I didn't even go to my 10 year reunion, surprise surprise...

From the age of 9-12, I had to make lunch for myself and my grandmother, who had stroked out hard enough to lose all linguistic abilities. Then I had to be responsible for mostly myself, as my mom worked swing shifts. It's how I got to watch the first half of Johnny Carson, I made sure I was in bed by midnight.
I also started walking my dog all over the city to learn the layout. Five miles on a nice Sunday, easy, as a loop.
