I've heard conflicting information about all this - not sure if it was local police or the Sheriff's office, for one, and hoo BOY does it make a difference sometimes - but the one piece of information that's being left out sheds light on everything - the police/sheriff that picked the kid up?
Female.
I'm putting my money down that the female cop/sheriff got her panties twisted when the mom didn't RESPEC HER AUTHORITAY and decided to make a big fuss out of all of this, evidenced by how she dropped the kid off and then later CAME BACK.
Yeah I made an assumption there, but the seat of the county town is a population of 1200 itself. Its a dead county in all ways so even the sheriff of the whole county is overseeing less than most local police departments elsewhere.

Women in positions of authority. Not even once.
I can see it now, cop brings kid home with holier than thou attitude about it and kat fight ensues.

But it being a female cop makes a lot of sense.
