Exactly. The amount of wasteful spending I have seen over the course of my career is disgusting. Entire server racks thrown out while still in the shrink wrap...millions of dollars just set of fire on the regular...
But if they do not spend all of the budget (in any way possible), how can they justify asking for more budget next fiscal year (which they do not need but want anyway)?
Also, from what I have seen and experienced, waste is a constant when it comes to large business entities, public or private.

The DoD spends all the money Congress appropriates. They don't stop just cuz nothing really useful to do with it. So I think contractors will be fine.

Throw away tons of perfectly good equipment but we need to ban plastic straws and gas generators to save the planet 🙄
