The dubious tactic of codifying responsibility at the point of conception isn't going to make the case very well when they want abortion to be up to and as Virginia celebrated recently, AFTER birth.
Pro-Life: "We want to encourage responsibility."

Okay, but then understand that there's no going back. You can't propose something like this, call the mother a mother at the point of conception and then later claim that life doesn't start at conception.
The only issue I see with this bill is the possible difficulties in proving a child is indeed belonging to the male in question genetically, since DNA testing cannot safely occur for the majority of the pregnancy period.
But that is a fringe edge case. The bill as a concept seems sound, it would discourage unsafe sex practices and casual flings, but not in a heavy-handed government intervention way, but rather in a way meant to benefit the child.
It could be expanded, though. And simultaneously solve the DNA issue: With DNA being mapped and markered all the time as intellectual property, a bill to make everyone's DNA sequence as their own IP would make a false claim of pregnancy to be a form of copyright infringement, something our courts can already handle.
If he has to have financial responsibility for the kid, then he gets a say on whether or not the mother ends the kid.

I'm fine with this as long as there's a mandatory paternity test.
Guys should only be able to walk away during the abortion period or if they were not informed. After that they both have made their choice and have to stick with it.
Also the mother should not be able to unilaterally give a child up for adoption, she should be financially responsible for that child for 18 years whether it's raised by the father or is adopted/fostered.
