The only issue I see with this bill is the possible difficulties in proving a child is indeed belonging to the male in question genetically, since DNA testing cannot safely occur for the majority of the pregnancy period.
But that is a fringe edge case. The bill as a concept seems sound, it would discourage unsafe sex practices and casual flings, but not in a heavy-handed government intervention way, but rather in a way meant to benefit the child.
It could be expanded, though. And simultaneously solve the DNA issue: With DNA being mapped and markered all the time as intellectual property, a bill to make everyone's DNA sequence as their own IP would make a false claim of pregnancy to be a form of copyright infringement, something our courts can already handle.
