The problem is, that’s gay as shit. While in the books/movies they do occasionally and rarely change which agent has the specific 00 designation, 007 has only ever been Bond.
I think for an agent of his caliber, and the fact he is the best of them, his designation would be retired like a jersey after his death.

I'll tack on to this, the Bond series should be a perpetual 50's and exploration of that world tangent in all things. OF COURSE, that will never happen because perception control is a found basis of their work and any alternative lifestyle with higher propensity of standard of living would be killed off.

A buff white male with medium lenght wavy blonde hair, with bilabong shorts and an owen wilson nose.. wait yeah. Looks like owen wilson. Think of a zulu warrior? Probably black, with white or red face paint, straws for a skirt and bone piercings on his face.
People see james bond as scottish/english male. Any deviation hurts the branding or image 99% of the time. Even old versions of the same character hurts it. Old geriatric indiana jones, luke skywalker and sarah connor.
They tried to set this up in No Time to Die and it was fucking insufferable. After all the drama, the release delays, and the awful writing in that movie, they obviously see the writing on the wall and figure the only direction Hollywood is willing to take the franchise is straight down.

If people were creative enough they could make a story about 00whatever and make it a black woman and let her have her own story. Instead they can only use an existing franchise like a skin suit then complain when no one wants to watch their bullshit. This is the result of the toxic positivity culture in schools and workplaces.
