Because we (the west) don't incarcerate female sex offenders. Not saying that the numbers are equal, but you can't determine offense rates from incarceration rates.
The rest of the data seems to be reasonable (at least on the same order of magnitude) but that particular stat stood out to me as a bit dishonest.

I think it’s probably on the correct order of magnitude, do you think there’s an order of magnitude more female perps who are getting swept under the rug than not? Or how does that work
I'd suggest that out of 3000 people that have engaged in criminal sexual conduct with a minor, it's closer to 120 than 12 (and possibly closer to 1200) that are female. And they don't even have to sweep female perps under the rug for that statistic, just punish them less severely than male perps (since the quoted statistic is based on incarcerations and not offense rates.)
As for a better statistic to use, I'd start off with convicted offenders and see how that compares.
I think it's probably one order of magnitude off, possibly even two, resulting in near parity, equality, with men. Women thirsting after underaged boys is commonplace and accepted (see: Twilight, "the pool boy" concept, etc), meaning there's not going to be any outcry, ANY "sweeping under the rug" to be done, because it's just... allowed. You don't sweep under the rug going out to McDonalds, and you don't sweep under the rug female pedo and ephebephiles, because society just tolerates it.
And these people are actually “successfully” abusing someone? I dunno I could maybe see one order of magnitude difference, for a variety of reasons like you and u/8BitArchitect mention, but for another variety of reasons (physical mostly) I don’t see it being anywhere near TWO orders of magnitude (putting them in the same OoM as men).

Once again because we don't punish women for violence. Domestic abuse statistics bear this out, where lesbian relationships have the highest rates of abuse and men are punished in DV situations when it's mutual or they are the primary/exclusive victims.
Now you could argue that women's violence is generally less harmful therefor punishing them to the same degree as men would be somehow unjust, and if the state didn't so often and so strongly protect women from the consequences of their own actions, you'd probably be right. But that's not how things work in the west right now.
It’s like the car accident stat (atleast that immediately comes to mind): women are more likely to be in a car accident (DV which escalated to police being called, probably because they instantly resort to screaming and have zero conflict resolution skills, as opposed to the idea they’re one side eye away from beating her silly) but not a fatal car accident (because when a man loses his temper with someone half his size it can go very wrong very quick, even if the total number of per capita incidents might be lower than with two lesbians)
