This is always actually a difficult statement because it's not clear about what is being referred to. Technically if we're only talking about what women are, Islam is right about that. How to treat women is different.
Unfortunately due to how contextual this statement is, it could be violent speech depending on how it's used. In this case, I have to assume that the context is the use of clothing, so this is like saying, "women shouldn't wear short skirts", which isn't a violation of Rule 2 or 16.
