Both I think - the two weaknesses the elites have is that the party of Davos might control everything from politicians to the media but they have to rely on these completely incompetent local governors like Trudeau or Ardern or Johnson. You learned latin and classics along with your conventional academic education. Politicians today? I see this where I work in manufacturing. Management don't have a clue if its not on a spreadsheet and the line isn't going up. We had an engineer who lead them around by the nose for 4 years with a fake spreadsheet where he showed savings in manpower every week even though most of us knew it was bullshit. The guy who worked it out was a temp who had worked selling double glazing before coming to work in the automotive industry as an assistant production manager - they basically employed him because he was a bully to get control of overtime and he basically took this guy apart. Management were stunned.
