Aku no Hana The Flowers Of Evil. Ok, this is some serious stuff! It's hard to tell most of the time, but it IS about romance... and the various twisted ways that happens. Not kinky stuff, but how love can be so very complicated! And hard.
The anime is 10/10 too! But you have to "get past" the opening song for episode 1. It's bad on purpose for... reasons! There's nothing even remotely "ecchi" here BUT there's tons of "adult stuff" maybe a 12 year-old might wait a few years to understand?

For romance, I prefer wholesome stuff and I'm not privy to English publications (I don't live in an English speaking country), so I'm not sure how useful my recommendations are.
The fragrant flower blooms with dignity: Very fluffy teen romance, about a boy that looks like delinquent, but is actually really nice, and a cute girl from the privileged all girls school next to the all boys school he goes to. Drama mainly comes from the bigotry of the all girls school. Aside from that plot focuses first on their developing romance and the friendships between both of their friend groups, then later starts focusing about the kid's plans for the future.
Shikimori is not just a cutie: Again very fluffy teen romance. Boy and girl are already in a relationship, so plot focuses a lot on their school life, or them going on cute dates or meeting parents. The main gimmick of the manga is that the girl is really strong and athletic, while the boy has a very unlucky disposition and used to get hurt a lot until they became a couple and she started saving him. YMMV on strong girl + weak boy stories, but in this case I like it, because the manga does big up the boy in other areas and doesn't make it look shameful that he has to be rescued by his girlfriend.
My Dress Up Darling: And once again, a very fluffy teen romance. Main focus of the plot is on cosplay and everything surrounding it, such as making the costumes and doing photo shoots. This one is a bit ecchi. There are sex jokes and the main girl like to dress skimpily. It's is also not entirely free of gay shit, as one of the reoccurring characters is a boy that cross dresses as a hobby and the manga does make a point that everybody can cosplay whatever they want, regardless of gender.
Extremely straightforward boyfriend x girlfriend: This one is very comedic. As the title suggests, the main joke is that both the boy and girl (especially the boy) have no filter and just say (or rather shout) whatever they're thinking. They are also kinda stupid. This one does have sex scenes, so you should check, if you find them too explicit.
Smoking behind the supermarket: Budding romance between a young cashier at a supermarket and a office worker in his 40s. The office worker is a bit of a pushover that likes to go to this supermarket, because he feels cheered up, whenever he gets served by this super nice cashier lady with the charming smile. One day he meets her outside, while she's having a smoke and she looks a bit like a delinquent (piercings she usually hides and a bit punkish clothes), she also gives him a fake name, so he doesn't realise they're the same person. From then on, they often go take a smoke together and chat with each other.
Wotakoi: Romcom about 3 geek couples. Focuses a lot on otaku stuff. You got the fujoshi that desperately wants to hide the fact that she's an otaku from her coworkers and her hardcore gamer boyfriend in their slowly developing romance (they become a couple really quick (ep1 of anime), but it's more in name only, as for the most part they behave like buddies). The tsundere couple that is constantly fighting, but can't without each other. And the cute fluffy college students that start of with a joke, about the boy thinking the boyish girl is a guy as well. (The romance starts only developing after he knows she's a girl.) The two fujos from couple 1 and 2 do talk about their yaoi shit, should that already be too gay for your taste.
Another Typical Fantasy Romance: This one is a webtoon, so there might be no print publication. Woman got isekaid into a fantasy world, got some saint powers and saved the world with them. Got crowned empress for it and married some prince. Unfortunately the prince was a controlling yandere and when she tried to divorce him, he murdered her. She got a reborn into that world again with all her memories intact, so this time she seeks out some duke in the north that she was friendly with despite his reputation as a violent beast and asks him for marriage. Despite looking pretty scary with all his battle scars and him playing up his beastlyness in public to further his bad reputation, he's a really nice dude in reality and they become a very devoted couple pretty quick. When it's not about their romance, the plot focuses on the political intrigue surrounding the emperor and that whole saving the world business that she now has to do again.
The useless idol and her only fan in the world: The official publication is still very new (it started as a web comic). I don't know, if it's been released in English yet. An underground idol group with maybe a couple 100 fans has one member that's very clumsy and often forgets song lyrics. She's also a bit of a tsundere on top of it, so she only has one single fan that comes to her at their meet and greets. It doesn't take long for her to fall for him, but the story is still pretty new, so there hasn't been much in romance development.

Two works by Kawamura Taku - Kawaii Kouhai ni Iwasaretai and My Clueless First Friend are two I've found both enjoyably funny romcoms without going much into fanservice territory. Its something I'd offer to my own daughter who is similar in age if she was interested. They aren't super obscure (First friend recently got an anime like last year) but might not be super available physically either.
Its hard to really find things in that narrow range, because it either leans too safe as you said for younger kids or becomes too fanservice heavy if not downright pornographic (relatively). Especially in the Romance genre.
Might be easier to just get her hooked on One Piece or other "big shounen" series and let that run its course. She can get way invested in the background romance they all have going like most young blossoming weeb girls have throughout the ages.

Kill the Villainess: the protagonist is Reincarnated into the body of a villianess of a novel who is destined to be executed as a traitor in the story. She tries to escape this by killing herself but fate itself won't allow it and the main three characters in the novel who were supposed to be disinterested with her now are suddenly interested.
It's a completed work and a more dark story focused on escaping a pre destined fate. There is romance in it but kinda revealed at the end so rather not spoil.
Koe no katachi. Warning though, it has a nergo jumpscare. It was written by a woman so of course there's interracial marriage as a side-plot.
