I have had exactly zero flooding or flooding damage, nor anyone I know who lives riverside. The biggest hassle I have is retarded people who don’t understand that boat quake causes erosion and damages boat lifts.
There are different levels of floodplains. Dams don't prevent flooding. Dams can only control flooding and if used correctly prevent catastrophic flooding. But they are neither infallible nor limitless.
