No money came from the Biden administration without strings attached. It probably "could have been used for flood prevention infrastructure" if they put the LGBT in charge of it, like the goofy lesbian who fucked up the tornado warning system in St Louis earlier this year.
you're forgetting the money that was sent to black farmers for being black. That didn't come with strings attached and it was illegal.
