Sounds like they didn't get what they wanted. Like, narrative aside, the "proper" thing to do would have been to grant that grant, not make up some additional secondary thing 10x the dollar value with who knows what attached to it.

applies for funding for more flood control systems, dykes, dams and the like

get offered early warning system instead

already have perfectly functional early warning system

asks for original funding instead of funding for something you dont need

Seems like dems are blaming them for governing responsibly. What an odd thing to do.
