farming side of things perhaps marine plants could be grown there too? there's been some success in farming kelp and seaweed. if that can get off the ground industrial fish farms could be built or the stuff can be converted into plastic and biofuel products... perhaps even eaten as produce once its been made more palatable.
the ocean current itself could even be a potental resource, tidal power can be feasable there.
But there is plenty of access to raw seawater elsewhere, and why would you want the world's largest water purification plant on an island fairly far away from a continent?
because with low population there you have less to worry about in the form of nimby. as for why with the area devestated development costs will likely be substidized to a degree to aid the delopment of the area. this opens the potental for reedy creek style nonsense.
