It would make a good setting in a cyberpunk novel. All the pipes and shit.
because with low population there you have less to worry about in the form of nimby. as for why with the area devestated development costs will likely be substidized to a degree to aid the delopment of the area. this opens the potental for reedy creek style nonsense.
