You misunderstand; to them, the black perpetrators ARE victims. How do you report on a story with 2 victims and no "bad guy"?
They're assuming the perpetrators were not black. Or at least trying to lead the readers into believing they're not. They want them to think these murders were done by some Trump-loving, MAGA-supporting, Bible-Thumping, White Supremacing, Neo-Naziing, Hamburglar-Helping Republican. In the middle of multiple multi-generational Democrat strongholds.
