The problem is that even after they get rejected they stay in the country. For example almost all of the kurds have been rejected multiple times but they still don't leave. They just work in illegal demolition jobs, pay no taxes, follow no laws. NGOs disrupt the legal system and help them to stay for decades. Eventually they have children in the country and they use that as a sob story to beg for an exception.
