Part of the job of the police is to protect normal people from the ne'er-do-wells. A great way to do this is to confront shady looking people to tell them to follow the rules. A normal person will politely comply. A miscreant will escalate because he has been "disrespected".
I always though a great idea for a sting was to have unassuming smaller White or Asian men (pick wrestlers or guys who otherwise can handle themselves) "accidentally" bump into or scuff the shoes of a member of a group of young black men then politely apologize. Then, after the blacks inevitably chimp out, the goon squad hiding around the corner can round them up.
Repeat until the blacks who can't comprehend civilized behavior are in jail while allowing the few civilized ones to go about their business.
The current state of the police is to promote anarcho tyranny. They WANT the ne'er-do-wells to terrorize the public and they will terrorize the public themselves if they try to solve the problem themselves.
