Maybe not never reduced. Like if metro line makes a surplus off of its fair price maybe the tax payers don’t need to pay more for that line in the annual budget since the line is self sufficient. I don’t see how this hurts the Russian government. I could see a halt on payments from Russian based accounts to prevent Russia from collecting taxes on purchases of those services. But accounts that have already paid for it is just being vindictive because they are Russian.
