Russians can be good or they can be griefers. They're much like Peruvians, they have a style of play that's self-centric and when they're good it works but often is just detrimental. Also like Peruvians, there is a language barrier that they firmly keep up; they don't even bother learning common English phrases for team communication
Yeah, just my general experience as well. Though I do have far more games on USE than EUW.
Actually a few years ago queueing EUW I met a very friendly Russian who I've played with a few times since. He would always insist he was French to randos at the beginning of games
I don’t see how this hurts the Russian government. I could see a halt on payments from Russian based accounts to prevent Russia from collecting taxes on purchases of those services. But accounts that have already paid for it is just being vindictive because they are Russian.

It shifts a lot by mmr and time, from my games.
Often because of time zone differences people queuing into EUW when it's late night for Russians and they're all drunk and don't care.
Once you pass maybe 6-7k it gets better, but the mmr distribution is pretty fucked up right now.
Turks are the worst roaches, but extremely rare compared to Russians.
