We need to take a good long look at what sort of incentives you can actually use when dealing with psychopaths, because I'm pretty sure tapping on their survival instinct is one of the few ways you can influence them. A slightly more accurate way of putting it would be 100 people commit crime in the USA a year, 50 are black. But this is still nowhere near the actual value.

Unless 20-22 million blacks are in prison in the USA it doesn't match the story being mentioned here.

But the fact that over a 1/5 Somali and over 1/4 Eritrean are in prison is telling of something else entirely.
