Historically they would care because they'd get killed off for the shit they're pulling.

We need to take a good long look at what sort of incentives you can actually use when dealing with psychopaths, because I'm pretty sure tapping on their survival instinct is one of the few ways you can influence them. You want your empire? You better make sure it's one that flourishes otherwise the mob of unruly peasants will just storm the castle and kill you in order to install a better psychopath.
