Add VPN tunnels for secure data transfers over the internet, patching services for your data centers, third party monitoring solutions, third party saas solutions and probably a ton more use cases for VPN.
Disabling VPN at a country level is a mess.
They have to make some kind of provision for companies and their employees and that would be a pain to implement.
