Yea. Work from home requires VPN. High value companies require it on their work issued mobile devices. Intraoffice communications are secured similarly.
They'd have to make a VPN firewall. Which is next to impossible outside of China.
Then they'd have to make a VPN registration system. Which would grind business to a halt.
They'll do it like sleazy rent-seeking sociopaths in government always do it. Companies can pay a recurring tax that magically makes their particular VPN tunnel legal.

It does seem like the government could easily undermine themselves, but I won't bank on that even if it does seem to be a bit of a whitepill.
