I don't believe the NFL is restricted by sex. If she indeed is so much better than the guys, she should be signed onto a team. They use men because men tackle faster and harder, and can survive faster and harder tackles in turn, on a general basis, but that's just a general basis. I know in other National leagues, such as Hockey, there's been a small handful of women through the decades, two or three who could swing it as secondary goalies.
