Every other group is capable of running small communities of parallel societies within other countries. They may be shitty little places, but you can have a Chinatown or Mexican ghetto in town that has its own stores and systems in place. A combination of factors. Genetics plays a part because low IQ means you're less likely to break out of conditioning, but even worse is their culture and the welfare state. The welfare state has also decimated generations through encouraging fatherlessness. Single motherhood is highly correlated with criminality.
