Legally, its already coded that "discrimination" laws can only work one way. Age discrimination in many areas of the country only applies towards the elderly. You cannot be held liable by the discriminatory laws for being prejudiced towards the young, likely because laws are written by the old to begin with.
So the same loopholes will likely apply here.
I think the other thing too is that it's new york, so much like the rumors of california banning gas-powered vehicles by 2030 you can take it with a grain of salt.

The entire purpose of our government is to make the productive absorb the cost of the stupid, weak and self destructive.

I didn't see any specific examples provided in the article.
The only thing that came to mind (besides theme parks upthread), was airliners requiring the purchase of two seats.
But since aviation is federal jurisdiction, I doubt this law could touch them.
