He was a good pet, but he was a fucking savant at retrieving, especially retrieving from water. I replaced him with another golden from a non-hunting line. That dog is a good pet but utterly useless at retrieving.

What justification does he have for doing this?
This case seems to be way more egregious than the incident that triggered the Summer of love in 2020.
It sad to say, but him shooting the dog after it was crippled and crawling away is probably the only way they'll see any justice. Courts have consistently ruled that if a dog is advancing on a cop they can kill it, whether or not has any indications of hostility.
Since he shot it three more times when it was disabled and crawling away, they might be able to win a civil case against the city. If the city gave a shit, they could charge him with in animal cruelty violation, but they won't. They'll still break their back bending over backwards to protect a cop, unless they're offering a one up as a sacrificial lamb to screeching minorities.
Sadly chanting "Dog lives matter!" will be considered to have an inference of racism to it as oppose to the fact that the lives of family dogs do matter and shouldn't be shot the way that Dixie was.

The dog's owner is not a neutral narrator here. The video clearly shows the dog running away because it was not paralyzed. And to me, her exaggerations take away from her credibility. Having said that, I do not see any justification for shooting a dog that's running away and not presenting a threat to anyone. Everybody, including cops, need to account for every round fired in anger. And in this case, I just don't see it and the cop ought to be fired.

Don't cops have a baton or similar blunt melee weapons he could use to shield himself in case the dog was actually hostile ?

I'm neither an American or a dog owner and this video still looks like insane amounts of incompetence to me. I've never met a dog that is particularly cunning in disguising that he is going to attack you, almost all of them signal pretty clearly, baring their fangs, growling, body position and barking.
While it sounds like they'll try to cover for it like any shooting police do unless politicians decide to use it as a grift, the dog breed itself and it all being caught on bodycam is going to HEAVILY damage the police in that area, if not in the court probably in community relations.
John Wick despite being an action film leans into an obvious truth: DO NOT FUCK WITH DOGS especially when they are completely harmless and don't even axt aggressive to you. People will easily leave a stranger to fend for themselves if that means they can save their dog, don't underestimate the bond people have with dogs.
