Apparently he was on patrol and saw three dogs roaming around and the owners trying to control the dogs.

Dixie the golden retriever apparently ran towards Palmer and he shot the dog.

The worst part of this incident is this

"The dog ran away from the officer, but Palmer fired three more shots at the wounded dog that was retreating from him." She was paralyzed after one bullet, but he just kept shooting her. He shot her four times," Tammie Kerns told Cleveland.com. Kearns told WKYC, "After she was shot one time in the street, he should have just let it go and let us get the dog and take her where she needed to be treated. But he didn't do that. She was crawling – useless, helpless – in the street. He continued shooting her as she was trying to come to safety, and he just kept shooting her three more times after the first time."

What justification does he have for doing this?

This case seems to be way more egregious than the incident that triggered the Summer of love in 2020.

It sad to say, but him shooting the dog after it was crippled and crawling away is probably the only way they'll see any justice. Courts have consistently ruled that if a dog is advancing on a cop they can kill it, whether or not has any indications of hostility.

Since he shot it three more times when it was disabled and crawling away, they might be able to win a civil case against the city. If the city gave a shit, they could charge him with in animal cruelty violation, but they won't. They'll still break their back bending over backwards to protect a cop, unless they're offering a one up as a sacrificial lamb to screeching minorities.

Maybe if the dog had been a black lab there would be more outrage.

The dog's owner is not a neutral narrator here. The video clearly shows the dog running away because it was not paralyzed. And to me, her exaggerations take away from her credibility. Having said that, I do not see any justification for shooting a dog that's running away and not presenting a threat to anyone. Everybody, including cops, need to account for every round fired in anger. And in this case, I just don't see it and the cop ought to be fired.
