The dog's owner is not a neutral narrator here. The video clearly shows the dog running away because it was not paralyzed. And to me, her exaggerations take away from her credibility. Having said that, I do not see any justification for shooting a dog that's running away and not presenting a threat to anyone. Everybody, including cops, need to account for every round fired in anger. And in this case, I just don't see it and the cop ought to be fired.
